📒ماکارنکو در یکی از کتاب هایش اشاره کرده است که مسٲله عمده تعلیم و تربیت در کشورها مسٲله تعلیم کودکان عقب مانده نیست. مسٲله تربیت نابغه ها هم نیست. بلکه مسٲله عمده آموزش و پرورش تربیت متوسط هاست. بدین معنی اگر در نظام تعلیم و تربیت یک کشور بتوان مسائل متوسط ها را حل کرد، آن وقت می شود گفت که آن نظام مترقی و پیش برنده و سازنده است. نظامی که کودکان استثنایی تیزهوش و با استعداد را خوب پیش ببرد یا به عقب مانده ها خوب رسیدگی کند، کار مهمی نکرده است.
